Job Description

Reporting to the Regional Trade Compliance Director, this is a key role in managing the compliance with import/export laws at the manufacturing site located in Singapore and oversee the operational trade activities. Ensure adherence with laws, improve operational efficiency, and facilitate reduction of tariff and non-tariff barriers.


  • Management of the local trade compliance team
  • Management of customs broker activities, establishment of strong linkages across the local manufacturing organization, primary liaison with Singapore Customs Authorities and other relevant Government Agencies, provide guidance to local business personnel, development & deploy trade compliance procedures/policies
  • Lead audit defense related to the business’s international trade activity
  • Identify/implement trade optimization opportunities, serve as the local subject matter expert for the trade compliance organization and supervising local business issue resolution strategies. 
  • Establish and maintain localized operational import and export procedures and ensure local business awareness and compliance with these requirements.
  • Work directly with the site to coordinate all operational import/export activities and to resolve day-to-day import/export/customs issues that result in border delays. 
  • Engage with regional senior leaders on strategies and initiatives that affect global trade compliance and where trade matters may impact strategy.
  • Apply advanced knowledge of regulations and requirements to support Singapore and other Asia Pacific countries’ business requirements and participate internally and externally on efforts around local or regional trade security programs (e.g., C-TPAT, STP, AEO and etc.).
  • Establish and maintain relationships with internal functions to encourage awareness of trade compliance issues. Provide subject matter expertise on Government Agencies (OGA) data interpretation and designation (Customs, AVA, HSA, FDA, among others), OGA documents requirements, local licensing, documentation, valuation and reporting.
  • Provide guidance on local valuations determinations, including the assessment of additions or deductions to the price paid or payable.
  • Drive the enhancement of the broker management program and establish/monitor service-level expectations, broker/agent Standard Operating Procedures (SOP) and tools to measure broker/agent performance.
  • Oversee financial and operational trade metrics and analysis and collaborate with the trade compliance leadership team to develop solutions/strategies to issues or opportunities.
  • Oversee the post entry audit of local business transactions and ensure corrective action plans are appropriately developed and implemented by the local businesses.
  • Analyze the feasibility of trade optimization opportunities including conducting cost-benefit analyses that consider resources, outsourcing strategies and capability requirements. Assess the impact of changes to local trade compliance regulations, and work with the local businesses to develop plans to modify business processes as needed.
  • Provide support for external reviews and investigations/audits to help minimize any adverse impact to the company.
  • Act as primary point of contact with customs and any OGA to address any requested for audit and inspections.
  • Provide guidance on documentation, tariff classification, customs valuation, and country of origin determination.
  • Monitor trade compliance regulatory and legislative changes and alert the appropriate parties internally on the impact to the business.
  • Develop and drive solutions/strategies to issues faced by the businesses and the necessary controls around any change.
  • Support and/or Lead import/export/duty management projects that focus on driving efficiencies or cost savings for the company.
  • Provide training and knowledge sharing to improve business knowledge and operational performance and ensure compliance with importing/exporting regulations.


  • Bachelors or University degree in a related field (e.g., international trade, supply chain, logistics)
  • Minimum 6 to 8 years of experience working in a broker’s agency, multinational company, or consulting firm.
  • Must have excellent ability managing Excel.
  • Knowledge on Foreign Trade, Customs Law, trusted trader program and etc.
  • In-depth knowledge on import/export regulations and activities, etc.
  • Knowledge and experience on Singapore Customs
  • Prior Pharmaceutical industry experience preferred
  • Proactive, negotiation abilities.
  • Strong leadership and communications skills.
